That is my current system, I'm still in the middle of dling all the patches, but the menu screen is already a bit choppy.
It comes with vista home premium, but from my understanding the specs should be high enough to play the game smoothly, (i used to play on my home pc which had worse specs).
So I guess my question is if I bought another gig of ram would that run the game smoothly?

Vista is really hungry for ram, to game on Vista you should definantly go for two gig instead of one. Two is the sweet point, three is if you want to go extreme. Sadly, the graphics are a simply onboard variant, no real power behind them. The Radeon Xpress series has little three dimensional gaming power, it is great for office work and the occasional game, just don't expect brilliance out of it. Gaming with such graphics renderers should be expected to be choppy to say the least.

I put all the graphics on low and the resolution on 800x600 and it worked fine.... until it randomly got choppy again, I thought maybe i hit a button or something since im new to this laptop, but i have no idea why it is =(

That's your ram causing the random slowdowns. As more data is loaded as time goes on, it runs out of capacity and resorts to much slower HDD swapping instead. Initially everything's A-ok because WoW doesn't access and actively hold every file in the ram upon lauch, but calls on more and more as the need arises.

While I do think that an additional 1GB of ram will help especially since you're running Vista I think the biggest bottle neck is that ATI Radeon Xpress 1100. You combine that with Vista, 1GB ram and a slow 4200RPM HD and you've got your issue.
I monitored the RAM use WoW over the course of playing for several hours and while it does fluctuate some it stays at a pretty steady range.
