Bartender3 or Bongos are both good choices. They'll let you place bars pretty much wherever you want and change their orientation, size, design, etc.

You could also have a look at Trinity, it gives you more in terms of button positions, shapes and so forth and it has just left Beta post 2.1. So it's all good.

InfiniBar is fairly nice. It doesn't use the standard action bar slots, so it's not limited to 120 buttons; you can literally have an infinite amount of buttons on your screen. The nice thing about it is that it can be infinitely customized; that is, it has very precise layout and appearance settings. (However, it doesn't handle macros well at all. You'll see what I mean if you get it.)
I use Bartender3 myself, although I hear Bongos and Trinity are nice. Any of them can do what you want.

I hope Infinibar has got more user friendly in the setup since I last attempted to use it. The sizing and placement of buttons really was terrible, I deleted it and ran back to Bartender3..

Bongos snap feature and modularity made me switch from Bartender3.
