Even with no mods your WTF folder should not be empty, you should have account folder\account name folder\server folder\ then various other config folders and files.
I guess I am not understanding.

The WTF folder contains your settings. It will be auto-created again upon loading the game, but the settings within it are gone forever; you'll need to reconfigure EVERYTHING from scratch.

In the future, if you are having problems with one or two mods, just go into your savedvariables folder and delete JUST the lua files of the particular mods you are having problems with.
Very rarely will it ever be needed to delete your whole WTF folder.

OK how would I go about doing this?
PS: To all nice people on this board would it be possible for me to request someone uploading their WTF folder so I can skip the tedious as it seems job of reconfiguring!

Just log into the game, WOW will create the folder automatically if it is not present.
My WTF folder or anyone else's would be useless to you, unless you also had the same mods.
Sorry, but if you can not reconfigure your mods, then maybe you should not be running mods in the first place and just use the default WOW UI.

Then you must be looking in the wrong place at the wronf WTF folder.

If you don't have any mods then it won't have anything in it.
What exactly is the problem that this is causing you?

I try to use the mods as you can see from my other thread everything in there is fine all installed correctly (well placed in right!) Yet nothing happens when loading WoW so I guess it could be my WTF folder letting me down

If they don't show up in the addon list then they're not installed properly. Will have nothing to do with WTF folder.

***I posted this to both of your threads because I am not sure which one you would have checked***
Silly question, but did you install WoW to the default location.
I ask this because the default location is c:\program files\world of warcraft\
And if you are not getting any config files in the WTF folder at the c:\world of warcraft\wtf then possibly you are installing addons in the wrong folder.
And if you completely delete your WTF folder, you should not have to create another because WoW does it for you.
I know it sounds stupid, but looking at your screen shots, and the fact that you are not getting anything in your WTF folder, there has to be a path problem somewhere.
So look into program files and see if you have another WoW folder, please.

Install your mods in the programs files WoW folder.
C:\programs files\world of warcraft\interface\addons
Delete the folder c:\world of warcraft, you must have created that folder yourself, your correct WTF folder and Interface folder are in the default path.
C:\programs files\world of warcraft\interface\addons and C:\programs files\world of warcraft\wtf
Edit: Before doing any deleting, if you have a desktop icon for WoW, right click it, click properties and verify that the default path is the one you want.
