As I've understood its a threatmeter. On screens I've seen where ppl use this,I see there is a topBar called "grab aggro" or something like that. The point beeing that the 2nd bar shows the highest current threat. (I assume.)
Anyways, the first bar also has 130% or something on it. Have I understood it right that the top bar shows the threat needed to grab the aggro from the one at the top of the list??
I am new with threatmeters, if this question seems dumb.

Ok.. the way aggro works is a little odd. A mob will change targets if you generate 30% more aggro than its current target (ranged), or outaggro by 10% in melee. The top bar is probably the amount that you need to take as a hard limit to stay below at all costs (as a ranged person, if it's 130%). It's better to do your damndest to stay below the tank's aggro anyway, or your death might be just a crit away (crit away, crit awaaaay).
So no, the question isn't stupid, and it sounds like you have the right idea.

Oh wow, I thought it was 130% globally, not just for ranged.

Nope. That's why DPS warriors and enhancement shammies die so much in raids- their aggro tends to spike and the margins are smaller.
DPSWarrior has died.

It's also why ranged casters should always try and stay a good distance from the tank, if possible.

I awlays thought that the top bar was total aggro gained. Because what I noticed is the bar will say: total aggro 2k, and mine and my pets aggro will be 1k.
