Sounds like a firewall/proxy issue. Sometimes those rules can be set in the browser, sometimes in the firewall. Try Firefox to see if it's something in IE (mozilla.com for the download). If this is from work, try at home.

As a first step run "nslookup" from the command line. This will show you the name and IP address of your default DNS Server followed by a > prompt. Type the server name, in this case "www.wow-europe.com" and press ENTER. It should respond with a non-authoritative answer. In my test case, it responded with:
65.99.238.214
If you do not get an IP address returned you know that your problem is related to DNS. If you do get an IP address attempt to enter the IP address you were given in your browser, e.g.
http://65.99.238.214
This allows the browser / proxy to bypass the DNS lookup and connect directly. If you are still unable to connect, you can attempt to run a tracert to the server itself. That should tell you which hop is causing the problem, but this is not guaranteed as I believe devices are not required to respond to ICMP.
Of course, as is usually the case, you might simply need to reboot your router/internet device. I am editing this to add that it would seem the configuration of the Blizzard Webservers there preclude being able to reach it by IP in that fashion. I get a CPanel/Apache setup screen. So that portion of the test might not be entirely valid.
Well, no.. the majority of sites on the net aren't reachable by their IP, sadly.
Some are, but most are not.

Well, no.. the majority of sites on the net aren't reachable by their IP, sadly.
This is the case for virtual hosts using the HTTP:host header to share multiple sites per IP, which Blizzard seems to be using there. Having the IP available will allow at least simple connectivity testing to that IP to elliminate routing problems. As we know already that the problem is not with the host itself.

If you were able to get the IP that tells us that the site name was successfully resolved - so DNS is fine. I was not expecting Firefox to work either. The next step is to run a tracert. Open a command prompt as before and type:
tracert [ip address]
Replace [ip address] with the IP you got from the nslookup. You will then see it attempt to trace the route taken to that IP. This uses ICMP, so it is not a guarantee that TCP will function if some device is blocking TCP traffic, but it should highlight any failures in routing setup.
If you like, we can move this to email. Your call.

Ask a friend if you can come over and use his computer to view the site.

Copy paste the whole text from the Trace route here and we can tell you where its going wrong, whether its your ISP, a neutral ISP or Blizz itselfs problem, sometimes routes from your computer to another can become confused or lost, like when an In-car GPS tells you to drive the wrong way up a one way street :)
