UI - Customs?

I saw a custom created UI by some bloke at some point, and so I decided that I would create my own, since I*m experience in photoshop. So I created it with a Alpha channel as needed, and saved it as a Targa (TGA) file.

Now I need a addon to import it and use it as the bottom bar. Now I tried Discord art but I couldn't make it work. I put it in the custom textures folder that comes with Dart, and tried loading the texture in Dart ingame, yet it didn't work. From there I heard of Xart, which should allow exactly what I need, but I can't seem to find it.......

Bottom line; I just need a addon that allows me to use my bottom bar (and later a top bar)...... Any suggestions? Preferable links to such a addon.
