Changing realms vs. Character transfer

I tried searching for a FAQ on changing realms but I came up with nothing. I've read you can go from PVP to PVE but not the other way around. Is changing realms the same thing as the paid character transfer?

Yes if you want to transfer 1 character to another realm it is a "paid character transfer" if you just want to create another character on another server. Just switch servers and create one - I believe you can have 50 characters.

Although sometimes they will open up free transfers between select realms. Usually to de-populate a large one and populate a smaller one.

Those are always from one server of one type to the same type. So a PvE to a PvE.

And yes, you can go from a PvP to a PvE, but not the other way around.
