How percentages and decimals work

I was just wondering how does decimals work in WoW. For example if I have 10.34% spell hit, does it get rounded down, up, or does it simply just stay at 10.34%. I ask because one of my guild mates mentioned that if its at 10.34% the game will always round down to the nearest percentage.

Just wanted to check.
