Hello, i dont know if its just me or not but it seems as this has appeared? i dont think it has always being there but i could be wrong..

that gate has always been there its the Greymane Wall, by warcraft lore the humans who didnt like who people treated the horde were exiled there, it is also rumored that that area was not affected by the plague.
that zone has not been finished and there is no time line as to when it will be available however it is possible to get over the gate.

Your lore is a little off.
The humans "behind the wall" didn't seperate themselves because of a disagreement of what to do about the Horde, they were always an independent nation, the nation of Gilneas. They weren't very strong, but fiercely indepentant. They built the wall after a final announcement to Lordaeron that they were tired of the Alliance Leadership and were going to rule as a sovreign nation once more. Then they cut themselves off for good. They only joined the Alliance when they realised the Horde were on thier doorstep and ready to wail on them too, hence begrudgingly necessitating membership within with the other side, the Alliance. There was never any real commitment to it, certainly King Greymane had no fondness of Lordaeron or the other nations, and was far from diplomatic and reasonable for the majority of his interactions.
Nobody can tell about the status of Gilneas. Not a soul has been seen, the guard posts abandoned along the top of the wall itself, nobody has seen or heard anyone from inside.
Chris Metzen (the creator of WoW story basically, thought he didn't create Warcraft, he only came onboard at the Warcraft II level of story development) basically said in an interview at Blizzcon that he'd forgotten about the area, and there were no plans to develop it. This may have been a bluff, or an honest admittence. Either way, don't expect to see this zone ever.
It has been in there since the beta versions of the game at least.

Incidentally, in 2.3 Pyrewood village is still populated with elites. One of the few places that got passed over.
Wailing Caverns is all normal mobs outside the instance now - easy deviate scales for everyone now! ;)
