I have all the options and stuff setup, but how do i start to talk to people?

You need a software such as Ventrilo or Teamspeak. The new Voicechat feature ingame is up in most runs, though i don't know how reliable it is. Ventrilo has always worked better than Teamspeak for me, simply because it lags less and is easier to figure out. If you're speaking about the Blizz VC (voice chat) then check here:

Then just get a regular microphone to speak into and let the sound come out of your speakers or get a headset of some-sort from your local electronics / gaming store (got mine at bestbuy)
Also (if you're tying to set it up for a party) once you've got it all setup (in both places) then click in the Social tab > voice > and click on your party and you'll see a window open that shows a little speaker next to your name if you've got it working properly. Sometimes you have to right click your name in that window and select "voice chat", it's sort of a glitch that is there sometimes and isn't others. If you don't see a speaker next to your name then you haven't set it up correctly.

I've noticed that if no one else in my group has Voicechat activated, I don't get the speaker by my name, even though I'm set up properly. The minute someone else activates voicechat I get the speaker icon. (At least that's how it was when voicechat first went live. I'm rarely in a group these days where at least one other person doesn't have it on when I join.)

TY, yeah I should have said the "need to be in a group" part lol
Easier to set up with a buddy in a group IMO.
Yeah, so you can set it up correctly and still not have the speaker.
