Is this eepanels that's creating the white skins behind the unitframes and map? Also...what unit frames and raid frames is he using?

Most likely eePanels, yup. The unit frames look like the old PerfectRaid but I don't think it's being supported any more. Pitbull could reproduce that perfectly but you'd need to spend some time setting it up.

PerfectRaid is still around and being developed (PerfectRaid2) however you will only find at "another site" that shall remain nameless.
