I am getting a new computer, and I want to install my wow on it, however I lost my game cds, so do I need to buy the game again and reinstall wow and bc, or can I download it from somewhere? Thanks

Just go to the World of Warcraft website and download both clients and any patches. When you log into your account they should have links to download the software or just download the trial version which is actually the same thing as the full version.

I normally download the clients and patches from somewhere like File Planet since it's generally faster than the WoW site download.
