Low-level quests

I am wanting an add-on that can display low-level quest givers on the minimap. It would display just like a normal quest giver, except the ! would be grayed out. Sort of like it is on the quest givers screen. I am willing to make it myselfif it does not exist, I would just need some pointers.

what you want to do is not possible, but if you use cartographer you can download the quest giver database and that will show them.
