Yes and Yes.

Yes, and because people are greedy and want everything now now now, as opposed to putting in their time.
Just so you know, we take a very dim view of goldsellers and buyers around here. Fair warning. If, it's not kosher with Blizzard's ToS, then it ain't kosher here either.

What about if you want to sell an account?

Okay so, heres the deal:
Account trading/selling, and purchasing or selling gold are both against the Blizz/WoW ToS (Terms of Service) and EULA (End User Liscence Agreement). These forums abide by the rules and terms set down by Blizzard, so we cannot assist you in finding sites that will allow you to do these things.
These sites exist because there are people who have an excess of money, and lack of skill. There is demand for the items and services they are selling, but what they are selling is illegal. i would highly reccomend against trying your luck with any of these sites or services, because you most likely will be caught.

Besides the agreement which we all agreed to abide by, it is just pretty lame. The sites are there because there is a demand, and people are willing to risk the punishments. Blizzard cant catch everyone so people still do it.
Also, there seems to be the ability to ban your account for no reason at all (see another thread here), so i suggest not adding to that inherent risk by your own actions.

For another persuasive argument against buying accounts or gold, might I suggest taking a look at The Life of an Ebayer (http://uk.youtube.com/watch?v=zkSNtClBVOo) on YouTube.

Its something that Bliz will never eradicate, thats why I say there should be some in game method of transferring gold, dont know how but some way setup by bliz that will stop all these damn gold sellers.
Buying gold has limited value really, ok it can buy you a mount but you need to put in the work to get to 40 or 60, if done right you will have the gold, you cant just gear with anything, all the items have a a level attached to prevent you from that.
Ok, it does help if your learning enchanting, leatherworking, etc... But hell thats a lot of gold to really get your skill up, not really worth it in my view.

Don't forget that, once you buy your powerlevel, your gear, your mount and your pvp-title you'll have nothing left to do but stand around in the capital cities showing off. Especially since you don't have a clue on how to play your char.
I have a L29 paladin. On the PTR I made a L70 pre-made BE Paladin and I was confident I wouldn't look like a fool. Didn't take long for me to get back on that.

I didn't say it didn't promote....I said it wasn't persuasive....
A joke can promote...but you need to get a bit more on point and serious to be persuasive.
