A question about Gatherer (addon)

I wish to know the locations of all the herbs and mines throughout azeroth and outlands--

is there anywhere that has this data readily downloadable which can be applied to gatherer?

The addon itself can provide you with a database of readily available locations. In-game, type /gatherer options - the list on the lefthand side should have a word like 'download' or 'database' at the top - click it and you'll get the option to import a databse from the Gatherer site. It takes a short while, and then you'll have a lot of information to start with.
