Heroic tokens can be turned in for pvp gear
t4, t5 and t6 tokens can be turned in for pvp gear
Tier gear can be bought with PVP gear

No, it's a one-way street.

Yes, you can get S1 items for T4 tokens, S2 items for T5/T6 tokens, Vindicator offset items for Sunwell tokens, and Veteran offset items for badges. However, you won't be able to buy Tier pieces or badge gear for either honor or arena points.

P.S. Since there are no epic BT-level fist weapons on this vendor (the ones that Drysc promised us), I believe that there will be another badge vendor at a later point (perhaps when we retake Harbor?).
