talent not registering

I upgraded my rapid fire talent with my hunter and released that it doesn't seem to be having an effect. Its supposed to have a cool down of 1 min now( i upgraded twice) but still the 3 min cool down remains. The number for the amount of talent points spent (2) is in yellow. I'm not sure what that means.

Any ideas?
