and he's going to make a NE Druid and i'm going to make a Gnome Warlock. I have a couple of questions:
1. Can you tell me when (What Level) these two races will meet?
2. Where should each race level until they meet?

They'll start in different areas. The starting areas usually get you to level 10.
Starting locations:
* Gnomes: Anvil Marr, Dun Morogh
* Dwarves: Anvil Marr, Dun Morogh
* Humans: Northshire, Elwynn Forest
* Night Elves: Teldrassil
* Orcs: Durotar
* Tauren: Redrock Mesa, Mulgore
* Trolls: Durotar
* Undead: Tirisfal Glades

Well, you can both meet by just walking to the other races starting area and do those quests. If you don't want to go through the trouble, you should meet around the 20s.
2. Where should each race level until they meet?
You can either stay in the area you start in and level, or you can go to your brothers area and level with him.

I decided to go to the NE starting location and level with him.
Its going to take awhile to get there lol :D

Level to 10-11, then ask him to queue you for WSG from Darnassus.

You could just run one of them to the place where the other is leveling, and level together the entire time.
