I suggest increasing the Rate at which we gain Rest.
also Increase the EXP bonus from Rest.
Bring Back the Old Pre Patch 2.0 battle Ground quest, were you turn in 3 marks for Exp and Rep. (Only for LvL (1-58)
Increase the EXP for Kills.
Create new interesting and Balanced Areas for Questing. (but this is the hardest to do, so I Suggest this as a last min resort)
Increase EXP of running Instances. Since it is harder to find groups at low lvls on some Realms.
Discovering new areas give players a boost in Rest bonus.
One thing that could help a lot of changing the drop rate of "collection" quests. Nothing sucks more than killing 100 mobs just to get 10 "feathers" or whatever it is.

Of course, the point is to kill things....It isn't the feathers, but the killing that gives you most of the xp.
I'm not sure I believe that leveling speed needs to increase any more than it has.
At some point, people will be proposing that blizz just make all new characters start at level 50....Then, people can learn their class between 50 and 70....but, then, lets make leveling between 50 and 70 easier, since WOTLK will raise the cap to 80.....

Increase the speed of rest is an okay suggestion
Changing the ammount of xp bonus from rest I dont think it a good idea at all, would complicate it way to much and would kinds get rid of the fact you work twice as hard if you have rested.
There are battlegroup quests ...
No need to increase xp per kill, it seems a bit pointless as we have just had a load of new quests put in.
No new areas, we just had new zones put in to quest in. There is a new quest hub in the Marsh.
Running instances are called Boosts mainly now, normally people get high levels to run them and this gives them the xp. So dont change that else it just cuts back on the times people need to be boosted ... which stops people learing their characters

Honestly I fail to see why the rate of XP gain should increase at all. Since they reduced the XP requirement/level and increased the XP gained from quests going from 1-60 is cake (compared to before). I leveled my rogue (once an alt now my main) to 60 and never set foot in Silithus, EPL, Searing Gorge, or Badlands. Other than a VC run and a ZF run I never did an instance until I got to HFP and went to Ramps. Please don't misinterpret this as bragging, trust me it aint, but it strikes me that if I can get to 60 skipping all that content and not grinding for XP (questing only) that leveling is fast enough if not too fast.

Same here. Levelling is nw so fast that I feel I am missing out on a lot the content. I now sit as a level 57 druid with a questlog with all the quests to ST and BRD prepared. I had planned to be 50 for ST and 53 for BRD, but the levels just kept sneaking up on me.
If you want to do both instances for some notable drops and experience the content in the form of quest zones, levelling is too fast and youre forced to choose.
Another example: My priest is now 45 and havent even set foot in StV yet (one of my favourite zones), instead I just parked her in Hinterlands to prepare her for the Sunken Temple quest line (so as not to repeat my druids mistake). I may end up skipping StV completely (/cry) and rush through Tanaris instead.
Faster is only better if youre grinding. But I like questing and instancing. Its too fast...

Long Elegant Feathers? agreed.
increasing the rate in which we gain rest bonus is great. i dont really think the other ideas are all that necessary. i dont want to simply blow by my lower levels really. i do like to play for the experience (no pun intended) and breezing through areas might not be all that great. i do want to sit back one day and think of all the times i've tried to figure out how to kill something, or how hard it was to get through a certain area, or how i really hate the defias in westfall, etc. those experiences are also part of the game, and to speed up leveling too much, i think a lot of people will miss the gems that are in the lower level range.

Blizzard has already improved the leveling rates. Multiple times, in fact... leveling is much now easier than it was pre-BC.
I actually started before The Burning Crusade, because I got the game last Christmas (December 2006). I leveled to 18, and then the Burning Crusade came out. Then I leveled even faster. After that, there were even more patches, and another one had an update to leveling speed. I then got bored of my druid for a while, when he was level 33. I played a rogue, a warrior, a shaman, a priest, and just about every other class until they were level 20 or 25, and then I stopped playing for about 3 months. Then I leveled my druid even more, but this time I took it more slowly. I explored the environment, learned about my class, and tried every spec. I spent a lot of time in PvP as well. I read up on how to play druids a lot (just for some extra help) and leveled to 48.
Now I'm still level 48 (Balance spec at the moment), and I know my class very well, not to mention finding a lot of great things about the game that I'm sure I would have missed if I had leveled faster. You'll have a lot more fun if you do all the quests, explore zones, do instances, PvP, and all of that than if you just chain-quested, grinded and Rested.
