PVP rewards

ok so i was looking through the armory and i saw that in the PVp rewards list there's a lot of low lvl items but when i go into the hall of legends all the stuff there is either for lvl 60 or 70. The only thing i have been able to buy is the scouts tabard. Some guy told me there was a different vendor for the low lvl stuff but i don't know if that's true. can anyone help me with this?

Depends on what you are looking for, each BG has a vendor but you have to go to the physical entrance of that BG ...not a Battlemaster. As far as i know, there's one vendor for each BG and they sell all the stuff.
