Found this lovely place last night. As soo as I walked in I saw 2 lvl 13 earth borers and I engaged one with my lvl 16 Warrior. This thing fought well above that level and I barely beat it. I backed out of there until I could go in there with some help. How is it this lvl 13 foe was so tough?? I have beaten foes a few levels higher than myself with no problem but this thing really gave me a hard time??

RFC is an instance dungeon meant for 5 people in your level range. In instances mobs can be elite which means they may hit harder and have a lot more HP. Try and find a group to go through the instance or get some guild mates to help you.

Once you walked through the swirly portal, you were in an "instanced" area, or a place designed for multiple people (5) to attack these mobs. The mobs in RFC (and most other instances) are elite, which means just as you say, they fight harder and are better than their non elite level would say. As a rule of thumb, add 5 levels to every elite's given level. Instances are often the end goal of a good many quests, and drop somewhat better gear than non instanced areas. But yes, you may need friends.
