How to get additional tool bars?

Yes another newb question..I have seen a few people that have had more than the usual one toolbar. I was wondering how to get more toolbar space without scrolling. I hate having to scoll while in battle and I have too many skills I want to use in a fight to put on just one toolbar. Any advice?

You turn those on in the interface menu of the game options. It's under the Action Bars section.
