Almost 25,000 years ago, a faction of uncorrupted eredar led by Velen fled their home world of Argus, calling themselves the draenei (wowwiki). I would say draenei shaman is the earliest.

"A 12,000-year-old burial site in Israel contains offerings that include 50 tortoise shells and a human foot, and appears to be one of the earliest known graves of a female shaman.

The remains were discovered in a small cave called Hilazon Tachtit, which functioned as a burial site for at least 28 individuals. The grave woman, likely a shaman, was separated from the other bodies by a circular wall of stones.

However, the draenei's gain of the shamanistic arts is fairly new. They don't receive it until the broken become just that, broken. I believe the orcs have had their shamanistic heritage the longest of the wow playable races.

I bet she was a Murloc. The shells alone are a dead giveaway.
