Well for a long time. Seems that the people at german bliz headquarters let it out that NOW they were just using it for a sales thing. It was never intended to be included in the game. By their talk they had talked about it for over a year but never really had any intention of doing it. But when it was mentioned it created a big surge in chat and a lot of positive help with sales, in other words a great sales feature. NO work has been done on it. Just talk.
Maybe next expansion
at least they can talk about it then and get more people interested

I'm not sure how much dual specs, or the lack of, will affect the WotLK sales.
Also what's your source?

I find it strange as they have specifically speak about it several times. Only last month was the last mention by Ghostcrawler
6) Spec swapping, I sincerely hope this is not a /script SelectSpec("ZOMGFIRE"); macro out of combat to swap to fire spec. That would be heinously lame. 12 - 24 hour cooldown at a trainer (or other appropriate NPC), possibly pay gold to violate the cooldown at slightly below the respec cost from scratch. Without such restrictions the raid stacking game you fought so hard to remove will become the spec juggling game and be just as terrible.
We're unlikely to enforce a time-based cooldown on it. That defeats the whole purpose of giving players flexibility. We're also unlikely to make it simply macro based. There will be some choice (as in whether to do it or not) involved.

Im not 100% sure on this but im sure i remember hearing they were intending on putting it into a future content patch? but as i said i may be wrong.

Blizzard has stated they have been actively experimenting with it and are most likely going to implement it in the near future.
Not sure where the OP is getting his information, but Dual-Specs ARE coming to WoW - it's just a matter of WHEN.

After all the bugs and crashes that'll be associated with LK (I'm such the optimist, lol), I'm sure they'll put this in. I suspect the first iteration of dual spec will also be filled with bugs that they can't find in their limited test environments.

i go to the trainers and i get... erm... to respec any way i want.
so this is kinda useful in some cases (mainly switching between leveling/instance, or leveling/pvp). but i have several characters i can pick from to do this. so... again, so what?

As far as I'm aware the idea is that you can respec WITHOUT going to see a trainer. I would imagine you would already have the talents specced out, so at the press of a button (or click of the mouse) you'd respec. I even read the idea was to allow respecs whilst in a 5-man / raid situation.

yea i see the convenience in that. now i have to reconfigure my buttons and macros and gear each time i "respec". except for my druid of course.

They did say that they were intending to remedy that. The game would "remember" where you put buttons when you switch specs. So that the transition could be done flawlessly.
Most bar mods include a "paging" feature. All you would have to do is configure a whole bar that would replace your bar 1. We will say bar 2 for instance. So bar 1 would be shadow spec, bar 2 would be holy spec. So when you spec shadow, your bars would rotate to bar 1. Etc..

i didnt know bars can page like that. i know i can do it for different situations, instances, parties, raids, heck, even in-combat and out-of-combat, or if im targeting the tank in a group or if i have a focus, etc... but when i change specs?
i do use macaroon's profiles though.
