Yes, you can buy it from WoW's official site, or another trusted dealer.
If you buy it from WoW's homepage, you won't get any CDs or DVDs, just the keys needed to activate your account.

You can download the client (the program) for free...but you will need to enter a key to be able to play it (as well as paying the subscription fee to continue playing).
To obtain a key you either buy the game from a shop or buy the key online - in your case from the World of Warcraft Europe site.

And buying it online will cost just as much as paying retail.

True, or more. But some of us, because of where we live, have to factor in a pretty hefty chunk of gas prices when it comes to buying certain things. If I want a cutting edge game, I have to drive a healthy distance to get it. If I can download it from the site at a small increase, it's worth it.
Or the op may have difficulty getting access to transportation. There are many reasons why the download might be the way to go for them.

Ok to be a bit more specific about your question. You can download the client from the account management section at www.wow-europe.com. Just log in with your wow username/password and you should see the option on the page.
The client is vanilla, TBC and WOTLK combined but if you only have a vanilla wow key then you will only get the vanilla content. All the newer stuff will be locked for you. The download itself is ~9.5GB so an over night download may be needed! IIRC it is patched to a fairly recent build so there shouldn't be too much downloading to do after that.

A trick a buddy of mine used that saved him a few bucks was picking up a copy of the game on ebay. Make sure it says "unused code" or something similar, so you can be sure it's new. This is a good way to get burning crusade and lich king too. You don't save a lot, but every little bit counts, right?

Ah.... that old "trick". Buying something for the cheapest price possible in order to save money. Genius.

I just looked at my wow folder and its almost 15 gigs. Now that does inclue vanilla, bc and wotlk, plus mods. I dont even want to consider the time it would take me to re-download all that in the event something bad happened to my computer. Just something to consdier. I always would rather have a cd incase i need it.

Just backup the folder - no reinstalling needed (just a quick copy and paste and you're good to go)
