i've seen that too snow and I'm sure its a little glitch. it seems to only happen when you are at the very last possible point to make a catch. It may be server lag where you hear it snag and click, but because fishing speed is increased now, the server ends your fishing before it registers that you pulled.

Hunters should have a vender for this. Your "cooking" profession should allow you equip a unique cooking bag.
