Apparently, you can get the beta just by paying $7.90 for subscriber fees to fileplanet.
Xinhuan put it a good way... $7.90 for seven days. It's up to yourself if it's worth it or not. Personally I'm kinda tempted cause $7.90 is just a dinner meal but I'm going to be moving in the next couple of days and all through next week I'll be without internet so if the stress test happens to be around then, I'll be out of luck.
HOWEVER, it seems that when you sign up now, Blizzard will email you with your key and a link to download the client already so chances are if you sign up before it starts, you'll have your client already and ready to play.
