Because they're mostly useless. Random spawns mean that sometimes it's there and sometimes it's not. Also, someone might have just picked it. Best way to do it is just make sure find herbs is turned on and do a loop in your chosen area. The location of resources guid stickied above shows what can be found in what zones. Herbalism isn't verified nearly as well as mining is, so any observed additions would be helpful.
No fast way to level fishing other than make sure you're in a skill appropriate zone - that guide also helps you with that. You can attach various items to your fishing pole to enable you to fish in higher level zones, but as far as I know the success rate at gaining a skill point remains the same for that zone - could be wrong though -that's just my experience. Skill increases pretty fast until you hit 100 then it goes down to about 1 point per 5 catches in my experience up to level 170 which is where I pretty much gave up on fishing. It's not a very good use of time since Blizzard nerfed it shortly after release.
