Overkill - are you sure you talked to Buzzek Bracketswing in Gadgetzan?
He is the Master Engineer standing right next to the mail box in front of the Inn.
Just completing the Goblin or Gnomish Specialization quest does NOT automatically train you to be able to raise your skill above 225 in Engineering - you MUST pay Buzzek Bracketswing 5G(I think is the amount) to train you to Artisan Level Engineering - he is literally the ONLY Engineering NPC that can train you to raise your skill above 225.
I originally thought the same thing when I took my first Engineer to 225 Skill - and had to have it smacked into my head that I was wrong and I still had to visit Buzzek and give him the gold to give me the 225+ skill training.

These trainers are NOT, I say again NOT the Master engineer needed to further your progression. Completing this quest does NOT raise your skill limit past 225. Choosing a path simply gives you access to special schematics while excluding you from the others.

The single master engineer (for all engineers) can be found in Gadgetzan in Tanaris. His name is Buzzek Bracketswing.
