I am an Alliance Human Warrior, last night I went across to the Horde territory, I was able to see other Player Horde Characters but could not fight them, how do you engage in a pvp on the pve server, it says you can do it someway but don't don't understand it.

They have to attack you. Whilst you're in enemy-held territory you are flagged for PvP, but they (by default on any server) are not. If they attack you, or otherwise flag themselves, they are viable targets.
You can still attack NPCs as they are always flagged AFAIK.
As shade said, the horde have to PvP enabled (flagged, if you will). To do this, they either type /pvp or merely attack a player of the opposite faction who also flagged.
There is not a whole ton of outside PvP on PvE servers, for obvious reasons. However, most PvE servers happen to have a thriving BG community, and it is actually easier to gain honor on the servers, usually.
Reroll a PvP server if you want to be able to kill any horde anywhere (well, except for Durotar and the like).
The vast majority of new zones in the expansion will be 'carebear free' (to quote a Blizz. developer), meaning that even on PVE servers you will be perpetually flagged for PVP while in these zones.

I keep seeing this mentioned but haven't seen the actual quote. I find it hard to believe that Blizzard would force a large portion of their paying customers to be flagged for PvP in order to experience large chunks of the expansion.
Many, many paying customers don't wish to be flagged. If I were one of those (as I sometimes am, I play on PvE and PvP servers) I'd think twice about buying the expansion. Or raise holy hell with Blizzard. The whole reason, I thought, to make different types of servers was to make all their customers happy with forking out money each month.
Seems like a backwards business idea to me. But it wouldn't be the first time Blizzard left me baffled (Moonkin form? As an improvement? Hmmmm....)

On PvP servers yes, on PvE servers no. On PvE servers you have to flag yourself by attacking a guard or typing /flag. Just by wandering into enemy territory doesn't flag you.
I can't believe no one has given the obvious answer which is to type "/pvp" This will flag you (i.e. make you attackable to the horde) and get you some pvp action fairly quickly. All they have to do is click on you as they would a mob to attack you. Once they attack you, they too will be flagged until they unflag themselves and 5 minutes has passed.
When you want to become unflagged simply type "/pvp off" and you will be unflagged in 5 minutes.

Yeah, you just have to hope the opposite faction is in the mood to do some PvP or else you won't be doing much of anything =/ I had to switch to a PvP server cause nobody would ever flag themselves unless they had the advantage on PvE servers.
You will occasionaly run into guilds who keep themselves flagged for fun, but not everybody does this.
Outside PvP on non PvP servers is rather uncommon. It's not rare persae (at least on my server) it's just not common. Sometimes you have to go LOOKING for it. Astraanar in Ashenvale (A), Terran Mill (H) and Southshore (A) in Hillsbrad and The Crossroads (H) in the Barrens are several heavily hit areas on my server.
I think it's also fairly universal as well.
