I don't think we can create both alliance and horde characters in the same server....
PVP - You will have to delete ALL of your current faction characters before you can even make a character on the opposing faction. Before you delete, transfer the money with the aid of a (trusted) friend on the opposing faction (see below).
PVE - You won't have to delete your characters on the current faction, but you may or may not need the aid of a (trusted) friend on the opposing faction (see below).
TRANSFER - Go to the neutral AH in Gadgetzan (Tanaris) and get your trusted friend to list a junk item (grey/white whatever) with a Buyout Price which equals your total sum of money. Get him to tell you the name of the item, and then purchase it. The money will be transfered to him, for the sale of the item (minus the 15% (ouch!) Gadgetzan fee) and you can then delete your characters, make your new faction characters, and get him to send/give you the gold he recieved from the sale.
In the case of PVE, it shouldn't be neccessary to need a friend to list an item, as you should be able to do it yourself, BUT i've never tested it on PVE, and there may be a system in place which stops you from purchasing items which characters on the same ACCOUNT have listed, in which case you will need to follow the above system, but won't have to delete your characters on one faction.

Yes, there is a system in place to keep you from bidding on your own auctions, regardless of the toon you used to place them. This is to prevent you from falsely inflating the price of an item you're auctioning.

I know this is true, because I have used the neutral auction house to pass items from Alliance to Horde before. I cannot list it on my Alliance toon and then buy it on my Horde toon; I get a message that says something like "You cannot bid on your own auction". You have to have someone you trust get the item and then give it to you. I usually have my husband do this for me.
I haven't used it to transfer money cross-faction, but there are many items that are much more common and much cheaper on the Alliance side that, even with the 15% Gadgetzan gouge, I'm money ahead to buy items that way. I recently did this to buy a bunch of steel chains (4 x 3g each Alliance side, all but unobtainable and rarely below 10g each Hordeside) for my undead warrior, who likes to keep a steel chain on one current weapon when facing disarmers.

You can run a horde character at level 5 or even lower to ratchet if you hug the east coast of the Barrens. From there take the Boat to booty bay -easy.
Then use a different account (if you have 2) for alliance - you can go from stormwind as human through to south Elwynn forest. Then cross Westfall to the ocean off the west coast of westfall around level 5-6. Then take the ocean south (not too deep) all the way to Booty Bay. You might only die 1-2 times at most on each of those trips (on the land part of the trip). If you are lazy or can't find certain items on horde or alliance side and don't want to get the gold either I heard there is a site that sells items on both factions and can move items between them too called *snip*
I'm not sure how easy it is for them to get some items but they seem interesting and worked for me.

I am fairly certain that on the same faction, your toons can bid/buy each others auctions (ie you have two alliance toons on one server, one can buy the the items listed by the other).
If you have lots of gold up in smoke to AH deposits, this could be...ahem...utilised...to avoid such future losses.
