Shamans Spells

Hy there, please excuse my bad english, I'm form germany and try every way to get my damn questions answered.

So i'm at the moment, playing a Shaman

and i intend to Skill someway Elemental

33/0/18 for the range
or
31/0/20 for the bonus Crit percent in Chainlightning

So there are some things i've don't understand yet.

Some people got the Opinion that its about 100 Points Int to get 1% Crit with Spells and in the Crit Spell thread was it, i mean 39.5 Int

So if the correct amount of int is about 100 then im really shocked,
Cause i've got only the 5% Skilled and somethin about 150 Int (lv 44) wich Means =

1,5% + 5 % = 6,5% ???? wtf , but my Spells crit at much higher rates

If its about 39.5

nearly 4% + 5% skilled = 9% , thats what my Dammeter tells me ...
But there in, are besides the Hits of the Fire Totem ( the magma one) wich crits rarely
and if there are a great number of Enemys, it got something about 50 Hits that are non Crits...

ehrm i don't get the Point i think, if i sometimes shoot the normal Lightningstrike (dont get the english title of that attack) 12 times there is no crit in reach, and then on the otherside if i'm in Battle the Bam Mod Spamms the Chat, i got FIghts where i had about 20 Crits in 1 Minute , i know its not represantiv but...

So is there some Base Crit? can Someone try it out?

I think i go ingame and try it one enemy's the same level as mine
(cauz i know that the Crit chance decrease if you're fight against higher level Mobs or Elites)

But btw. you can tell me (cauz there are surely some Shaman Players Elemental Spec, that are using such Build, and got the Experience)
whats about the question, 6 meters Range or better 2% bonus Crit with Lightning Spells

I'd like get some interesting answers
