Another thing to consider is time. Resurrecting those who have been dead for a long time might have quite catastrophic effects on both the world and especially themselves.
You could imagine that people can't just resurrect anybody, that they have to have some kind of a connection to the person they want to bring back. Maybe that they have to really love/hate them, or just simply at least know their name and who they were, or whatever, you name it.
You could either have it depend completely on the previous, with no "higher force" involved, or you could imagine that whoever wishes to resurrect someone must 'request' it from the mentioned 'higher force', whether it be a simple "spirit healer", or something much more formidable. This again, gives more choices and ways to restrict resurrection.
Perhaps this higher force thinks that who you are trying to resurrect has done too many bad deeds to be granted another life, or perhaps it specifically wants to give 'em a chance to fix their mistake. Or if the person was a less sinister one, you could just say that he has already done what he was supposed to and it's now his time to rest.
Or you could just combine everything here to make up a solid reason for resurrection or being unable to resurrect.
In the end, there are almost limitless possibilities to handle it. It's just the audience and yourself who decides whether it seems appropriate.
