1. Looks good, I like the look of the mentor system if you can get dedicated people to help you.
2. As mentioned, might be tricky or expensive; start small, find a tailoring character that you trust and perhaps get people to donate materials? that way you would cut down on the expense and difficulty.
3. Love it, even if its just guidelines like; make an effort to be sociable in guild chat. It gives people something to aim for, and of course its just plain fun
4. & 5. As far as guild meetings are concerned, take a look at this add-on called group calander;

My guild currently uses it to organise instances/raids in game, and assuming everyone uses it then it works great, and it should be easy for you to get people using it if you're starting your own guild

the same going for the extra chat channel for ooc.
One thing I would add is make sure you decide at the beginning how serious a RP guild you want to be, and how you're going to deal with people who
don't take it as seriously as you might like. It solves a lot of problems to have this figured out from the start, trust me!
