2.3 Shaman Lightning Bolt Damage

According to some Blue Posts, the nerfed up Lightning Bolt, combined with the buffed up Lightning Overlord is actually an increase to damage.

Has anyone been able to confirm this?

Or am I the only Elementalism Shaman around?
(who actually isn't playing because of school right now)

Unless they've changed something recently (quite possible), everything I've read by the theorycrafters is that it's a buff if you have less than X +spell damage, a nerf if higher, where X is somewhere far below what you should have near the endgame. I seem to remember that the breakeven point was somewhere in the 300's.

I'm not up on the latest news, as I mostly read forums while on break from work, so I'd rather not waste what little time I have reading the official forums.
