Armor Penetration Rating

sitting around waiting for patch I been snooping around and spotted items with armor pen switched to armor pen rating

is this on the ptr or beta, how does it work?

just bored & curious i guess

Rating rather than fixed amount which lowers an enemies armor by a % rather than a flat value, which means better against Mail/plate and Clothies arent on 0 armor all the time.
